That could also be because of her species – maybe the cat-people of Mao are wise and mature far beyond their years when compared to a human. It could be why they’re advisors to Moon Royalty, maybe that is one of the traits of their race, if that makes sense.

It is a bit sick to me the storyline of Chibusa and Mamoru. I guess Naoko wasn’t sure what else to do with Chibiusa. I understand she wanted to portray chibiusa as lonely time traveler, but Mamoru and Usagi don’t look different from her parents. This is probably less understandable than her being a little bratty.
