I too think this is Demande, judging by the hairline, but it’s very weird because his hair is shorter than usual on Adam’s screenshot. But it’s true it is too long, though, to be Rubeus’ hair.

I watched all of the dub episodes now. So far what I noticed is they should have done double or triple the episodes and really try to develop the characters. The original anime had filler episodes but it gave time for you to see each character develop a little bit. I believe they didn’t need a monster of the week exactly but they could have used a few episodes to at least develop the characters. The only person we know a little about is Sailor Moon and even she feels like a mysterious person.

I believe subconsciously, Rei already believes Usagi is the princess or something very important and maybe her powers only work on villains or any incoming catastrophic events. Just being speculative you know.

It’s Demande. Hairline’s the same, and even bathed in orange flame his hair is nearly the same tone as his skin. Has to be Demande.

The Luna thing is a mistake, because in the manga the woman Artemis sees her as is Queen Serenity, who is the Moon Goddess Selene and not as her human form.
