The Moon is tidally locked to the Moon meaning the same part is always facing us. You'll notice that when you look at the Moon you will always see the same patterns on the surface. It rotates around the Earth but always faces it. From the point of view of the Moon the Earth would be mostly stationary in the sky, moving only slightly, as opposed to how we see it rising and setting each day. The Sea of Serenity is always visible from the Earth, if the Moon is visible at all.

Yeah the Lunar Reconnaissance Orbiter could certainly pick something up, if it went over there right area. It would just have to go over it. I didn't get into timelines in the post but the LRO took photos of the Moon decades after the original Sailor Moon anime and manga, so it doesn't really apply. As for satellites around the Earth, they wouldn't even factor. They are just too far from the Moon.
I don't know about SETI. I would think it wouldn't matter considering how far it is. If it were broadcasting some strong radio signal its possible but for tech like that we really couldn't know. Also those SETI satellites would have to be looking right at the Moon to look for that. Would it bleed signals while she isn't even being projected?

I can accept that a telescope might not be able to pick up the Silver Millennium ruins, but what about a space satellite? We have satellites that are able to pick up detailed images of craters on Mars conspiracy nutters love to obsess over and that famous heart shape on Pluto that was recently photographed. Couldn't a satellite take a similar photograph of the Silver Millennium? And what about SEITI? Wouldn't they be able to pick up the radio wave signals from the technology being used to keep alive Queen Serenity's hologram?

That is an interesting answer. Though the question never bothered me, since after the fall of the Silver Millenium/Earth Kingdom, the history of the earth is supposed to have rebooted to some extent. It's not clear that NASA even exists in their timeline. Only members of the Silver Millenium family could enter the crystal palace of crystal Tokyo, so perhaps there was a residual magic seal on the ruins as well. Obviously just a thousand years or so previous, they were able to travel through space/to the moon via supernatural/magical means, and given the apparently easy acceptance of a figure such as Sailor V, some belief/knowledge in such magic seems to have survived to the present day.

Of Course after the Silver Millennium was revived and the moon was no longer a complete dead zone, it was only a few years before Usagi/Mamorou ascended to the throne of the earth and transformed it into a peaceful, long-lived society. So if NASA/the pentagon and other such things did exist at the beginning of sailor moon they were soon enough overthrown or made obsolete.
