Heck, in the manga Diana even raises the possibility that Artemis cares more for Minako than for Luna and in PGSM he all but admits his love for her. Though in the Luna-centric special act of the manga with Ice Kaguya and in the movie adaptation, he seems pretty bummed about Luna liking Kakeru. Wouldn’t we like to see that drama play out!
